Louis C.K.: I sold 100K comedy tour tix in 2 days

Gus Ruelas / Reuters

By Randee Dawn

Ticketmaster? Louis C.K. doesn't need no stinkin' Ticketmaster (or any ticket-selling site, for that matter). Not when he has his own website on which to sell tickets for his upcoming comedy tour. And after just two days, according to the stand-up star of FX's "Louie," his decision to forgo a ticket-selling middleman has paid off.?

"well. after 45 hours, my tour has sold 100K tickets, box office gross of 4.5 mil $ (not all mine). I guess it was a good idea," he tweeted Wednesday.

Prior to the tickets going on sale, C.K. wrote his mailing list and explained that he was tired of the fees and scalping that goes along with online ticket sales. Scalpers still bought his tickets when he charged less, and the sellers were still making nice commissions. So he decided to organize his own tour. He is paying the sales tax on each ticket, which means the cost to the fan is $45 everywhere, and he had to consider venues that were perhaps smaller or not on the same level as those that deal with online agencies.

The comedian is no stranger to forging his own professional path via the Internet: In 2011 he sold downloads of his "Live at the Beacon" special directly to fans through his site for $5, and made over $1 million in 12 days, much of which he's donating to charity, according to Entertainment Weekly.?

As he told EW, "I don't do this for money. To me, it's the number of tickets I sell that's satisfying. I like knowing we sold out Chicago in an hour. That's a good feeling. This year I'm going to have the lowest tickets on the road. I'm going to be the cheapest comedian ever!"

Are you going to see Louis C.K. on tour? What do you think of his ticket-selling strategy? Let us know on Facebook.

Finding The Best Estate Planning Attorney For Your Family ...

Few things are more important to the success of your estate plan than the attorney you choose to design and draft it. Almost as important is the relationship that is formed between that attorney and other professional advisors who serve you in the areas of financial advice and accounting.

All successful estate planning is the result of several professions working together for the good of the client. However, professionals of one group sometimes have misconceptions of professionals belonging to other groups. For example, the financial advisor may see the estate planning attorney as little more than a document scrivener. But this is far from the truth.

Many attorneys who limit their practice to estate planning are values-based, relationship-driven, client-centered and counseling-oriented. And the good ones are willing to work together with other professionals on your behalf. They understand that thorough estate planning involves more than just legal advice. The key is to find those attorneys who meet this description.

So where do you find these rare creatures? How do you know if you?re dealing with the right kind of attorney? The right kind of attorney will have an orientation toward relationship-building and counseling rather than mere document preparation. The first thing he or she will offer is the ability to listen carefully to not only your goals ? but also your hopes, dreams, and aspirations for yourself and your loved ones. The attorney will carry on a sensitive dialogue that will enable you to make clear your wishes to maintain control over your affairs, to be cared for properly in the event of a disability and to provide meaningfully for your loved ones after you are gone.

It?s About More Than Just Taxes

Any competent estate planning attorney can help you navigate the legal intricacies and tax laws that pertain to the passing of wealth. But the right kind of estate planning attorney will also be interested in your desire to pass along more than just money. He or she will ask about and explain how to accomplish such things as:

?funding the education of offspring for several generations

?meeting philanthropic goals that will leave a legacy for your community

?preserving family history and stories that support the values you believe in

?continuing or divesting a family business

?caring for a surviving spouse regardless of circumstances

?and much more.

On a less positive, but equally important note, the right kind of attorney will ask about such things as:

?the complexities of the family relationships that may exist due to second marriage situations

?the special health needs of a grandchild

?the son or daughter-in-law who is not to be trusted

?the child or grandchild who is a spendthrift or suffers from substance abuse

Such in-depth counseling forms a strong foundation on which a long-term relationship is built. That relationship is important because an estate plan is not a transaction. Rather, it?s an ongoing process that should be reviewed from time to time throughout your life ? and potentially survives through several generations. You may choose to involve your adult children in the planning process, and the right attorney will build a relationship with them as well.

An Interdisciplinary Approach

Another trait of the right kind of attorney is true commitment to the team approach in estate planning. A good estate planning attorney recognizes that every member of the planning team (including the investment advisor, the insurance professional and the CPA) is vital to the success of the plan. The right attorney will involve the other advisors in the long-term relationship you have to the degree that you are comfortable with that arrangement.

Legal documents are not enough. Even documents that have been drafted from in-depth counseling and are custom-designed to meet the unique needs of the client are not enough. Documents standing alone are like the proverbial automobile without fuel.

The documents? instructions only apply to assets that are properly owned.

For example, a will only controls those things owned in the individual?s name?not jointly. The trust only controls those things owned by the trustee of the trust. An irrevocable life insurance trust works only if it is properly funded with a suitable insurance policy. Advanced entities require careful balancing of assets for maximum effectiveness. Accurate valuation of your business interests is imperative. New planning tools often require additional accounting and tax advice.

Financial and insurance advisors, as well as accountants, provide the fuel that is needed to help ensure that appropriate financial assets are allocated and funded correctly, offer necessary valuations and tax returns, and provide the means for proper balance within the plan. The estate planning attorney you work with should not only recognize these truths, but be cooperative and collegial with the other professionals that are providing these things.

Each member of the interdisciplinary team provides a cross-check for the other members. If there is disagreement among the professionals on a strategy or its implementation, it can be discussed and worked out between them as a team. After all, estate planning is both an art and a science. In this way, you are served with unanimous agreement among the professionals instead of getting contradicting advice from multiple sources. Mutual respect and clear protocols will characterize the interdisciplinary team that is working well together. Each team member will know exactly what is expected of him or her, and communication with each other and with you will be constant and clear.

As mentioned, the right kind of attorney will be focused on a long-term (even multi-generational) relationship you and your family. Therefore, the attorney will not have a transactional approach to the estate plan, but rather a process approach. An estate plan is never really done until the person doing the planning has passed away and every instruction for every beneficiary of every subsequent generation has been carried out. Those who speak of the plan in the past tense (?They did their estate plan??) may have a shortsighted perspective.

A Strategic Process to Support the Relationships

The client-centered attorney will ensure that everything possible is done so that the plan is carried to fruition and your expectations are met.

There is nothing as constant as change. Your personal, family and financial situations change all the time. Kids get married and have children; there are divorces and remarriages; real estate and financial assets change value as the market goes up or down; a child marries someone you don?t approve of; a grandchild gets involved with drugs; you win the lottery; and so on.

In addition, laws (both tax and non-tax) change constantly. First we have an estate tax. Then we?re told the estate tax isn?t so bad. The estate tax is abolished. Oops, the estate tax is back! Assets in retirement accounts and trusts are protected from creditors and predators. But then a court in one state says that some protected assets may not be protected in certain circumstances. There?s no way that a will or a trust drafted 20 years ago (or even 5 years ago) is current with all those changes. So updating and maintenance of the plan are required in order for it to work.

The other thing that is constantly changing (or should be) is the growth and education of the attorney and every advisor working with you on your plan. Over time, new planning strategies are developed, new tools are discovered, and there are better ways to accomplish a goal. Of course, you will continue growing as well, and your goals for the plan could change.

The right estate planning attorney has systems in place to ensure he or she stays in touch with you, that the rest of the planning team knows of changes, and that there are methods to adjust the plan in light of those changes. As every member of the planning team focuses on the needs of the client, the process will run smoothly, and you will be more comfortable with the advice that is given and the decisions you make.
The attorney will also be aware that for a plan to work well, the people who will help in the future need to know what?s going on.

If the children will someday serve as trustees and personal representatives, the attorney might be involved in teaching those children what to do. If ongoing trusts have been established to protect those children and grandchildren, the other advisors should be available to continue serving as advisors to the subsequent generations instead of losing that expertise and familiarity. The client-centered interdisciplinary approach can make that happen.

Your Role in the Estate Planning Process

Your role in the process is an active role, not a passive one. You should avoid the attorney who is content with simply telling you what to do, and then throwing together some documents to accomplish it. That is the attorney?s plan ? not yours.

In summary, if you?re working with the right estate planning attorney, you should plan on being involved in three distinct steps:

1. Develop a plan with counseling-oriented (rather than document-oriented) professionals.

2. Commit you and your family to an ongoing maintenance and education program.

3. Assure that your wisdom is passed along with your wealth.

As you consider those you love, and those material things that you?ll someday leave behind, only a properly designed and implemented estate plan can ensure that your goals for those loved ones are accomplished.

Many estate plans in America don?t work. They often consist of fill-in-the-blank documents, delivered in a one-time transaction, and never updated. If that?s all an attorney can offer, that?s not the right attorney for you. Choose an attorney that is counseling-oriented, values-based, and as strong on relationships as he or she is on the law.

Urban rivers throughout England and Wales have improved dramatically in water quality and wildlife over the last 20 years

Urban rivers throughout England and Wales have improved dramatically in water quality and wildlife over the last 20 years.

That's the conclusion of one the largest studies of national trends in river health ever undertaken.

After decades of pollution, typically from poorly treated sewage and industrial waste, rivers in or near Britain's major urban areas are regaining insects such as mayflies and stoneflies that are typical of fast-flowing, oxygen-rich waters. The range of invertebrates found has also increased, on average, by around 20%.

Researchers from Cardiff University's School of Biosciences carried out an independent analysis of data supplied by the Environment Agency using almost 50,000 samples from thousands of rural and urban locations.

The team puts the general improvement down to industrial decline, tighter regulation and improved wastewater treatment over recent decades.

The recovery has not been universal, however. Rivers in some rural upland areas such as Wales and parts of northern England appeared to deteriorate slightly. The team is now investigating these trends further.

Another important finding was that drought years reversed the recovery at least temporarily.

Dr Ian Vaughan, lead author of the study said: "These important results show how benefits to river biodiversity the huge array of species that live in our rivers have arisen from investment and long-term restoration intended largely for other 'river ecosystem services' such as drinking water and sanitation."

Co-author, Professor Steve Ormerod, added: "While some pollutants are still problematic, there is no doubt that this is a major success story that shows what can be achieved by effective environmental regulation. These are very large improvements not only for river ecosystems, but for the many people who live, work and play along their banks everywhere from Burnley to the Black Country or from Merthyr Tydfil to Cardiff."

Head of Catchment Management at the Environment Agency, David Baxter, said: "High quality environments promote wellbeing and creativity, so improvements in rivers are important for wildlife, people and the economy. It is great to see this independent analysis confirm that urban rivers are recovering, but there is still more work to do. We're working with farmers, businesses and water companies to reduce pollution and improve water quality and we have plans to transform more than 9,500 miles of rivers in England and Wales by 2015."

A paper describing the study appears in the current issues of the prestigious international journal, Global Change Biology.

(AP) ? House Republicans won a historic political fight to hold Attorney General Eric Holder in contempt of Congress, but the GOP probably is still a long way from obtaining documents it wants in an investigation of a bungled Justice Department gun-tracking operation.

There are two routes to enforcing the contempt citations approved by the House on Thursday, a criminal prosecution and a civil lawsuit, although the White House on Friday virtually shut down the criminal path. The civil route through the courts would not be resolved anytime soon.

White House spokesman Jay Carney said Justice Department going back to the administration of President Ronald Reagan has not pursued prosecutions in contempt cases involving assertions of executive privilege.

President Barack Obama invoked a broad form of the privilege to prevent sending department documents to the House Oversight and Government Reform Committee. The chairman, Rep. Darrell Issa, R-Calif., is leading the effort to get the material related to Operation Fast and Furious.

"This is pure politics," Carney said.

"Remarkably the chairman of the committee involved here has asserted that he has no evidence that the attorney general knew of Operation Fast and Furious or did anything but take the right action when he learned of it.

"No evidence, so if you have no evidence as he has stated now about the White House and the attorney general, what else could this be but politics?"

More than 100 Democrats walked out of the House chamber to boycott the first of two contempt votes, saying Republicans were more interested in shameful election-year politics than documents.

Republicans demanded the documents for an ongoing investigation, but their arguments focused more on the need for closure for the family of slain Border Patrol agent Brian Terry. Two guns from the gun-tracking operation were found near his body after a shootout in Arizona.

Democrats promised closure as well, but said a less-partisan Republican investigation was the only way to get it.

Adding to the emotion of the day, the family of the slain agent issued a statement backing the Republicans.

"The Terry family takes no pleasure in the contempt vote against Attorney General Eric Holder. Such a vote should not have been necessary. The Justice Department should have released the documents related to Fast and Furious months ago," the statement said.

It all happened on the day that President Barack Obama's health care law survived in the Supreme Court, prompting some Democrats to speculate that the votes were scheduled to be overwhelmed by news stories about the ruling.

About five hours after the court ruled, with news sites flooded with information about the health care ruling, the House voted 255-67 to declare Holder in criminal contempt.

The matter goes to the U.S. attorney for the District of Columbia, who works under Holder.

A second vote of 258-95 held Holder in civil contempt and authorized the House to file a lawsuit.

In past cases, courts have been reluctant to settle disputes between the executive and legislative branches of government.

The issue became more complicated when Obama invoked a broad form of executive privilege, a legal position that is designed to keep private certain communications of executive branch agencies.

Issa's committee will consult with the House counsel's office about a court challenge to the administration's decision not to cooperate, spokesman Frederick Hill said.

The documents were written after Fast and Furious was shut down. The subpoena covered a 10-month period from February 2011, when the Justice Department denied that guns purchased in the U.S. were allowed to "walk" across the border into Mexico, to early December 2011 when the department acknowledged the earlier assertion was in error.

Republicans said the contempt citations were necessary because Holder refused to hand over documents that could explain why the Obama administration took 10 months to come clean about gun-walking. The operation identified more than 2,000 illicitly purchased weapons. Some 1,400 of them have yet to be recovered in the failed strategy to track the weapons to gun-running rings.

Scientists find easier way to make new drug compounds

Wednesday, June 27, 2012

Scientists at The Scripps Research Institute have developed a powerful new technique for manipulating the building-block molecules of organic chemistry. The technique enables chemists to add new functional molecules to previously hard-to-reach positions on existing compounds?making it easier for them to generate new drugs and other organic chemicals.

"This is a basic tool for making novel chemical compounds, and it should have a wide range of applications," said Jin-Quan Yu, PhD, a professor at Scripps Research and senior author of the new report, published in the June 28, 2012 issue of the journal Nature. The co-lead authors are Dasheng Leow, PhD, a former Yu lab member who is now a researcher at the A*Star Institute of Bioengineering and Nanotechnology in Singapore, and Gang Li, PhD, a postdoctoral fellow in the Yu laboratory.

"Controlled selectivity and reaction efficiency are important goals in synthetic chemistry methods for discovering and manufacturing therapeutic and diagnostic agents," said Robert Lees, PhD, who oversees chemical synthesis grants at the National Institutes of Health's National Institute of General Medical Sciences, which partially supported the work. "Professor Yu's work is an exciting example of progress toward those goals, and his novel methods are likely to find broad utility in pharmaceutical research."

The new advance is a method for "CH activation"?chemists' code for the removal of a simple hydrogen atom from the carbon backbone of an organic molecule, and the replacement of that hydrogen atom with a functional chemical group. Compared to the traditional method, in which chemists modify only the existing functional groups on a compound, CH activation more directly boosts the complexity of a compound, giving it potentially valuable new properties.

Overcoming Technical Obstacles

Over the past decade, Yu has helped to pioneer the development of versatile CH-activation techniques. But the use of these techniques has been limited by important technical obstacles. For example, some strategies employ a specially designed molecule that contains the bond-cracking metal palladium; it can attach to an existing functional group on a chemical at an angle that puts the palladium in position to sever a particular CH bond nearby?enabling the attachment of a new functional group at that site. So far, such activation techniques have been useful only against CH bonds that are close to a functional group and that occupy the most accessible relative position (the ortho position) on an aromatic hydrocarbon's carbon-ring backbone.

"But what if a CH bond is in the middle of a desert, so to speak?far from the nearest functional group?" said Yu. "And what if it is also on the hard-to-access meta position, facing away from the nearest functional group in terms of geometry? How do you reach out so far and then around, to cut it?"

In the new study, Yu and his team showed just how to do this with a chemical structure that can deliver bond-breaking palladium to a relatively remote CH site, more than a dozen bonds distant from the nearest functional group. The lengthy, modifiable structure includes a nitrile (a carbon-nitrogen group) and has a flexibility that allows it to act like a crane swinging a wrecking ball. "It brings the palladium out and around to the CH bond at the meta position, and it has the right length and angle so that it will not touch any other positions," said Li.

"It overwhelms the intrinsic preference for other usually more reactive and accessible CH bonds," said Leow.

'Just a Small Sample of the Possibilities'

The team used the technique to quickly modify a variety of compounds, including the amino acid phenylalanine and the neurotransmitter-mimicking drug baclofen. "These are from compound classes that chemists use routinely to synthesize new candidate drugs and other useful chemicals," Yu said. "And they represent just a small sample of the possibilities; we think that we can apply our technique to many compound classes and functional groups."

Yu has now established a collaboration with the pharma giant Bristol Myers Squibb to exploit the new technique in drug development and manufacturing. "The new method will certainly be adopted by pharmaceutical chemists, but I expect that polymer chemists, materials chemists, and others will find it useful too," he said.

Christian group backs away from gay 'cure'

The president of the country's best-known Christian ministry dedicated to helping people repress same-sex attraction through prayer is trying to distance the group from the idea that gay people's sexual orientation can be permanently changed or "cured."

That's a significant shift for Exodus International, the 36-year-old Orlando-based group that boasts 260 member ministries around the U.S. and world. For decades, it has offered to help conflicted Christians rid themselves of unwanted homosexual inclinations through counseling and prayer, infuriating gay rights activists in the process.

This week, 600 Exodus ministers and followers are gathering for the group's annual conference, held this year in a Minneapolis suburb. The group's president, Alan Chambers, told The Associated Press on Tuesday that the conference would highlight his efforts to dissociate the group from the controversial practice usually called ex-gay, reparative or conversion therapy.

"I do not believe that cure is a word that is applicable to really any struggle, homosexuality included," said Chambers, who is married to a woman and has children, but speaks openly about his own sexual attraction to men. "For someone to put out a shingle and say, 'I can cure homosexuality' ? that to me is as bizarre as someone saying they can cure any other common temptation or struggle that anyone faces on Planet Earth."

Chambers has cleared books endorsing ex-gay therapy from the Exodus online bookstore in recent months. He said he's also worked to stop member ministries from espousing it.

Chambers said the ministry's emphasis should be simply helping Christians who want to reconcile their own particular religious beliefs with sexual feelings they consider an affront to scripture. For some that might mean celibacy; for others, like Chambers, it meant finding an understanding opposite-sex partner.

"I consider myself fortunate to be in the best marriage I know," Chambers said. "It's an amazing thing, yet I do have same-sex attractions. Those things don't overwhelm me or my marriage; they are something that informs me like any other struggle I might bring to the table."

'It scars people'
Exodus has seen its influence wane in recent decades, as mainstream associations representing psychiatrists and psychologists have relegated reparative therapy to crackpot status. But Exodus and groups like it continue to influence many evangelicals and fundamentalists, and gay rights activists said the damage they inflict on individuals can be deep and lasting.

"We appreciate any step toward open, transparent honesty that will do less harm to people," said Wayne Besen, a Vermont-based activist who has worked to discredit ex-gay therapy. "But the underlying belief is still that homosexuals are sexually broken, that something underlying is broken and needs to be fixed. That's incredibly harmful, it scars people."

The cultural battle over ex-gay therapy drew national attention last year, after an activist with Besen's group, "Truth Wins Out," went undercover in a counseling clinic co-owned by U.S. Rep. Michele Bachmann, at the time a GOP presidential contender, and run by her husband, Marcus. The activist, John Becker, released footage seeming to show a counselor at the Minnesota clinic offering to help him overcome homosexual urges.

In earlier interviews, Marcus Bachmann had denied his practice seeks to "cure" gay people but said it was open to patients who wanted to talk about their homosexuality.

Besen said Truth Wins Out is unveiling a campaign this week to encourage lawmakers in all 50 states to ban reparative therapy from being performed on minors. The California state Senate passed a bill to do that last month, and Besen said similar legislation is likely to be introduced soon in at least three other states.

While Exodus has officially shied away from reparative therapy, the practice still has adherents.

"To hold out the idea that one's homosexual attractions can diminish, that the possibility of heterosexual attractions coming forth over a period of time ? those things are possible," said David Pruden, chief operating officer with the National Association of Research and Therapy of Homosexuality, a professional association made up of about 2,000 therapists and others who still espouse such treatments.

Chambers acknowledged some Exodus affiliates might still offer reparative therapy. But he said "99.9 percent" of people he's encountered in two decades with Exodus were not able to completely rid themselves of same-sex attraction. He believes the organization must be honest about that when people come looking for help.

Conservatives target Republicans who back gay marriage
Southern Baptists: Gay rights aren't civil rights

"I guess I'd like to see some sort of apology from leaders of Exodus for all the people they misled," said Jeffry Ford, a St. Paul psychologist who worked for an Exodus-linked group in the 1970s and '80s before splitting with his wife, coming out and strongly disavowing his past work.

Ford and other gay activists have planned a Thursday news conference to criticize Exodus for holding its conference in Minnesota just months before a statewide vote on a constitutional amendment that would ban gay marriage.

"These kinds of conferences help put fears in the world about what it means to be lesbian, gay, bisexual or transgender," said Monica Meyer, executive director of OutFront Minnesota, the state's chief gay rights group. "For people who are questioning or LGBT, it sends them a message that there's something wrong with them."

Chambers said the timing is coincidental and Exodus isn't looking to influence Minnesota voters. While the group holds that any sexual activity outside a heterosexual marriage is sinful, he said he wants Exodus to disengage from politics.

"For those that don't hold to the same Biblical ethic that I do, I think there's room for further discussion without a culture war that has really served no one," Chambers said. "I think it's time for us in the church to move on from that fight."

High Blood Pressure In Children Why It Is On The Rise And How ...

High Blood Pressure In Children Why It Is On The Rise And How You Can Protect Your Child

Article by Paul J Johnson

Although you may find it surprising that Cold and flu medication can increase blood pressure, you may be even more surprised to learn that high blood pressure is becoming more and more common among children. In fact, it is estimated that nearly 5% of American children suffer from hypertension.

Why do so many children suffer from high blood pressure? There are different reasons such as:

* Birth complications ? babies who have high blood pressure are often born premature or have problems with their heart or kidneys

* Heredity ? There is a history of high blood pressure in the family

* Unhealthy lifestyle ? Many children live a sedentary lifestyle and eat poor diets, causing them to become overweight and experience unnatural stress.

An unhealthy lifestyle is the leading cause of high blood pressure in children. Many children have become obese from eating a diet rich in high fatty processed foods, and consuming high sugar and caffeinated beverages such as soda. Furthermore, children of today are much more content sitting in front of a TV or computer for hours on end.

Due to the fact that they are consuming too much fat and are failing to burn it off, this creates many health problems including high blood pressure, which can lead to heart failure, kidney disease, cardiovascular disease and diabetes in children.

Like adults, children should have their blood pressure checked on a regular basis, starting at the age of 3. Regular blood pressure checks will be different depending on the health of the child in question. If you discover that your child?s blood pressure is higher than normal, they should have their blood pressure checked again in 6 months.

It is imperative that you have your child?s blood pressure monitored regularly, because if it is not checked and he or she has hypertension, you will be oblivious to the condition until your child begins to exhibit the signs and symptoms including visual problems, dizziness, headaches, fatigue and shortness of breath. Usually by the time these sings become present, the child is suffering from a sever case of high blood pressure.

How can hypertension be prevented in children?

Aside from taking your child for regular blood pressure checkups, you can help them maintain a healthy blood pressure level and prevent hypertension, even if the condition is hereditary, by -

* Providing a healthy diet ? Limit processed and high fat foods, as well as sugar and caffeinated beverages. Make sure your child is receiving plenty of water and the necessary portions of foods that contain the essential nutrients they need to help them grow and stay healthy.

* Encouraging exercise ? Make sure your child exercises every day by bicycling, running, swimming, dancing, engaging in sports, etc.

* Reducing their exposure to secondhand smoke ? If you or anyone in your home smokes, it?s time to quit. Frequently exposing your child to the nicotine in second hand smoke increases their blood pressure.

Essentially, ensuring that your child lives a healthy lifestyle also means adopting a healthy lifestyle yourself. You can?t expect your child to make healthy choices without your guidance. You are their role model.

Finally, remember that even if your child is overweight but doesn?t have high blood pressure, it is still imperative that you do everything you can to help them attain their ideal weight by ensuring better eating habits and exercise. The reason is because children who are overweight have a dramatically higher risk of developing high blood pressure and dangerous health complications such as heart disease, heart attack and stroke when they become overweight adults.

Triumphant Islamist vows to be leader for all Egyptians

The Muslim Brotherhood's Mohamed Morsi pledged to be a leader for all Egyptians after being crowned successor to ousted strongman Hosni Mubarak in a triumph for the long-repressed Islamist movement.

Official results announced on Sunday gave Morsi victory over Mubarak's last prime minister Ahmed Shafiq with 51.73 percent of the vote, sparking joyous scenes in Cairo's Tahrir Square, epicentre of last year's Arab Spring uprising.

But the celebrations were dampened by a series of moves by the interim military junta that took over on Mubarak's overthrow in February last year to weaken the powers of the new civilian head of state.

US President Barack Obama telephoned Morsi to congratulate him on his poll win but newspapers in Israel expressed concern about the rise to power of an Islamist in the Jewish state's most important Arab treaty partner.

"I will be a president for all Egyptians," Morsi said just hours after he was declared the winner.

"I call on you, great people of Egypt... to strengthen our national unity," he added. National unity "is the only way out of these difficult times."

Morsi, who resigned from the Muslim Brotherhood to take the top job, also thanked the "martyrs" of the 18-day popular uprising that forced Mubarak from power. "The revolution continues," he said.

The 60-year-old engineer vowed to honour international treaties, adding: "We come in peace."

Israeli Prime Minister Benjamin Netanyahu issued a statement saying the Jewish state "respects the results," but Israeli media expressed concern about the Islamist victory.

"Israel hopes to continue cooperation with the Egyptian government on the basis of the peace treaty," the statement from Netanyahu's office said.

But writing in top-selling Yediot Aharonot newspaper, analyst Alex Fishman said: "Israel should be prepared for every eventuality," evoking the possibility of "an Islamist intelligence minister, a re-examination of the peace accords, a collapse of the economic agreements and lack of security coordination."

The right-wing Maariv newspaper echoed those concerns. "The fear has become reality, the Muslim Brotherhood are in power in Egypt," the paper said.

Morsi's election victory came after 18 months of a tumultuous military-led transition from Mubarak's rule, marked by political upheaval and bloodshed.

"The winner of the election for Egyptian president on June 16-17 is Mohamed Morsi Eissa al-Ayat," said the announcement from the head of the electoral commission, Faruq Sultan on Sunday.

Hundreds of thousands of Morsi supporters erupted in celebration in Cairo's Tahrir Square, the symbolic heart of the uprising that brought down the Mubarak regime in February 2011.

Cheering Egyptians waved flags and posters of the Islamist leader, who was jailed during last year's uprising.

"God is greatest" and "down with military rule" they chanted, as fireworks went off over the square.

Across Cairo, cars sounded their horns and chants of "Morsi, Morsi" were heard.

Losing candidate Shafiq, who was widely perceived as the military's candidate, joined the country's military ruler Field Marshal Hussein Tantawi in congratulating Morsi, the official MENA news agency reported.

The interim head of the Coptic Church, many of whose faithful have feared the rise of Islamists, also congratulated Morsi.

UN leader Ban Ki-moon called on him to build strong, independent institutions and develop democracy. and the European Union called on him to reach out to all political and social groups.

Morsi won with 13,230,131 votes to Shafiq's 12,347,380, said Sultan, announcing the official results.

Shafiq supporters, who had gathered to hear the result with his campaign team in the suburbs of Cairo, were devastated by the result.

Some women screamed and others cried as several men held their heads between their hands in despair.

The capital was tense before the announcement, with the city's notoriously busy streets deserted and shops and schools closed.

Extra troops and police were deployed and military helicopters flew overhead.

The road to parliament was closed to traffic, and security was tightened around state institutions as Egyptians waited nervously for the result.

The election had polarised the nation.

While some feared a return to the old regime if Shafiq won, others wanted to keep religion out of politics, fearing that the Brotherhood would stifle personal freedom.

President-elect Morsi was the Islamists' fallback representative after their deputy leader Khairat El-Shater was disqualified from running.

During his campaign he sought to allay the fears of secular groups and Egypt's sizeable Coptic Christian minority by promising a diverse and inclusive political system.

Through Mubarak's three-decade rule, the Brotherhood was outlawed and its leaders often detained, forcing it to field those candidates it did run for office as independents.

But the dispute between the Brotherhood and the military remains unresolved.

The Brotherhood has rejected a constitutional declaration by the military that dissolved the Islamist-led parliament elected in a multi-phase vote through the turn of the year and gave the army a broad say in government policy and control over the new constitution.

The move effectively strips away any gains made by the Islamist group since Mubarak's overthrow.

It was adopted just days after a justice ministry decree granted the army powers of arrest that were strongly criticised by human rights watchdogs.

GOP promises to rid nation of healthcare law

Republicans are using their weekly radio address to reiterate their promise to repeal President Obama?s healthcare law.

The address is timed for this week?s decision by the Supreme Court, which is set to announce its ruling on the controversial law as early as Monday.

The justices could uphold the law, they could throw it out, or they could throw out the mandate that consumers buy health insurance but leave the rest of the law standing.

Many expect the ruling to at least go against the mandate ? a survey of former Supreme Court clerks and attorneys who have argued before the court this week found 57 percent believe the mandate will be struck down.

Speaker John Boehner (R-Ohio) this week reiterated his pledge that the whole law will be repealed by House Republicans if the High Court does not rule the law is unconstitutional. Rep. Bill Cassidy (R-La.) repeated that message in his address.

?Not only is President Obama?s health care law not working ? it makes things worse by driving up health care costs, making it harder for small businesses to hire workers,? Cassidy said. ?The only way to change this is by repealing ObamaCare entirely.

?So, unless the Court throws out the entire law, we should repeal what is left and implement common-sense, step-by-step reforms that protect Americans? access to the care they need, from the doctor they choose, at the lowest cost,? he said.

One difficult issue for Republicans is that if the court does just strike down the mandate, repealing the rest of the law would eliminate some provisions that are popular, such as a provision requiring insurers to allow parents to keep their children on their insurance through the age of 26. Cassidy handled this issue by stressing that Republicans ?would not repeat Democrats? mistakes.? He said the party would not rush through a law to replace the existing healthcare law, and that the party would instead stay focused on jobs and the economy.

Republicans have repeatedly used members of the House and Senate who, like Cassidy, are practicing physicians to make the case against the law.

?I have practiced medicine for nearly three decades primarily treating the uninsured ? I still see patients almost weekly,? Cassidy said. ?Good health care starts in a doctor?s office, not a Washington backroom.?

Cassidy said the cost of healthcare remains a significant problem, but offered no specific solutions in his address to deal with that problem. Instead, he said containing costs ?step-by-step? and not through expanding government is the ?right approach to healthcare reform.?

?Families should be able to make their own health care choices, visit the doctor of their choosing, and receive the health care they and their physician feel is best,? he said. ?That means implementing patient-centered solutions that lower costs and restore Americans? freedoms over their health care decisions.?
